Amnist\u00eda Internacional se sent\u00f3 frente al comit\u00e9 parlamentario de recursos humanos, conocido como HUMA y dijo, que el programa de trabajadores temporales de Canad\u00e1 es \u00abinherentemente discriminatorio y explotador\u00bb. No habl\u00f3 de casos aislados ni de malos empleadores. Habl\u00f3 de un sistema que, en su estructura misma, facilita el abuso.<\/span><\/p>\n<h2><b>\u00bfQu\u00e9 encontraron?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">La organizaci\u00f3n entrevist\u00f3 a 44 trabajadores migrantes para su informe de 71 p\u00e1ginas. Lo que describieron no es f\u00e1cil de leer. La mayor\u00eda report\u00f3 salarios impagos y jornadas excesivas. Algunos contaron que sus empleadores les confiscaron documentos, les recortaron horas de forma arbitraria o les impidieron buscar atenci\u00f3n m\u00e9dica. Las mujeres entrevistadas relataron acoso sexual, explotaci\u00f3n y abuso.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nada de esto es nuevo para quienes conocen la realidad de los trabajadores temporales en Canad\u00e1. Un informe de la ONU ya hab\u00eda documentado abusos similares. Pero lo que hace diferente la presentaci\u00f3n de Amnist\u00eda es que va directo a la ra\u00edz del problema y le pone nombre.<\/span><\/p>\n<h2><b>\u00bfCu\u00e1l es la ra\u00edz, seg\u00fan Amnist\u00eda?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">El permiso de trabajo cerrado. As\u00ed de simple. En Canad\u00e1, los trabajadores que llegan bajo el programa de trabajadores temporales est\u00e1n atados a un solo empleador. No pueden cambiar de trabajo sin perder su estatus migratorio. Eso le da al empleador un poder enorme: controla tanto las condiciones laborales como la posibilidad de que esa persona se quede en el pa\u00eds.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Amnist\u00eda lo compar\u00f3 con una relaci\u00f3n donde una de las partes tiene todo el poder y la otra no tiene salida. Mientras el permiso siga siendo cerrado, dijo la organizaci\u00f3n, cualquier reforma ser\u00e1 cosm\u00e9tica. La recomendaci\u00f3n central de su presentaci\u00f3n fue clara: reemplazar los permisos cerrados por permisos abiertos que permitan a los trabajadores cambiar de empleador libremente.<\/span><\/p>\n<h2><b>\u00bfQu\u00e9 tiene que ver esto con la comunidad hispana?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Mucho. Los sectores donde trabajan la mayor\u00eda de estos trabajadores temporales agricultura, procesamiento de alimentos, construcci\u00f3n, hoteler\u00eda y cuidado de personas, son los mismos donde la comunidad hispana tiene una presencia significativa. Muchos latinoamericanos llegan a Canad\u00e1 precisamente a trav\u00e9s de este programa, especialmente bajo la v\u00eda agr\u00edcola.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lo que Amnist\u00eda describi\u00f3 ante el Parlamento no es una abstracci\u00f3n. Es la historia de personas que cosechan frutas en el valle del Okanagan, que trabajan en plantas empacadoras en las praderas o que cuidan adultos mayores en Ontario.
