La investigaci\u00f3n concluy\u00f3 que, en la mayor\u00eda de los casos, los procedimientos requeridos no se siguieron: se adjudicaron contratos sin evaluar si era necesaria una licitaci\u00f3n p\u00fablica, sin confirmar autorizaciones de seguridad y sin documentaci\u00f3n que demostrara la recepci\u00f3n de los entregables.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cEl Gobierno no obtuvo valor por el dinero de los contribuyentes\u201d, afirm\u00f3 Hogan. En m\u00e1s del 80% de los contratos revisados, las entidades federales no pudieron demostrar que los pagos realizados a <\/span><i><span style=\"font-weight: 400;\">GCStrategies<\/span><\/i><span style=\"font-weight: 400;\"> estaban dentro de las tarifas del mercado. En casi la mitad, no hubo pruebas de que el trabajo contratado se hubiera recibido, a pesar de que los pagos se efectuaron de igual manera.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Adem\u00e1s, Hogan alert\u00f3 que m\u00e1s del 50% de los contratos que requer\u00edan autorizaciones de seguridad no contaban con pruebas de que estas se hubieran verificado antes de la adjudicaci\u00f3n. La documentaci\u00f3n era tan escasa que muchas organizaciones ni siquiera pudieron comprobar que el personal contratado tuviera la experiencia o las cualificaciones necesarias.<\/span><\/p>\n<h2><b>Falta de supervisi\u00f3n y consecuencias limitadas<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">El a\u00f1o pasado, <\/span><i><span style=\"font-weight: 400;\">GCStrategies<\/span><\/i><span style=\"font-weight: 400;\"> perdi\u00f3 su estatus de seguridad y recientemente fue excluida de participar en contratos federales durante siete a\u00f1os por su conducta. Sin embargo, Hogan enfatiz\u00f3 que este problema no se limita a un solo proveedor: \u201cNo tengo motivos para creer que esto sea exclusivo de dos proveedores. El gobierno debe dar un paso atr\u00e1s y analizar por qu\u00e9 ocurre este comportamiento\u201d, declar\u00f3.
