Para abordar esta situaci\u00f3n, se present\u00f3 en Estrasburgo el \u00abSistema Europeo de Retornos\u00bb, que pretende estandarizar los procedimientos en los 27 Estados miembros y permitir que las autoridades de un pa\u00eds ejecuten \u00f3rdenes de deportaci\u00f3n emitidas en otro.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cEl sistema europeo debe ser claro en cuanto a que cuando a alguien se le emite una decisi\u00f3n de retorno, se le est\u00e1 diciendo que abandone no solo un pa\u00eds, sino toda la Uni\u00f3n Europea\u201d, declar\u00f3 Magnus Brunner, comisario de Migraci\u00f3n de la UE, quien calific\u00f3 de inaceptable la tasa actual de deportaciones. Sin embargo, para que la propuesta sea efectiva, la UE necesita garantizar que los pa\u00edses de origen acepten de regreso a sus ciudadanos deportados. Brunner reconoci\u00f3 que la Comisi\u00f3n y los Estados miembros contin\u00faan trabajando para mejorar la cooperaci\u00f3n con esos pa\u00edses.<\/span><\/p>\n<h2><b>Centros de retorno y medidas m\u00e1s estrictas<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Los llamados \u00abcentros de retorno\u00bb estar\u00edan destinados \u00fanicamente a personas cuyas solicitudes de asilo hayan sido rechazadas, excluyendo a los menores no acompa\u00f1ados. Seg\u00fan Brunner, cualquier acuerdo deber\u00e1 garantizar el respeto del derecho internacional y los derechos humanos. La UE no construir\u00eda ni gestionar\u00eda estos centros, pero proporcionar\u00eda el marco legal para que los Estados miembros negocien con terceros pa\u00edses dispuestos a albergarlos.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Esta propuesta se diferencia del acuerdo existente entre Italia y Albania, que busca trasladar el procesamiento de asilo fuera del territorio de la UE. Dicho acuerdo, elogiado en su momento por la presidenta de la Comisi\u00f3n Europea, Ursula von der Leyen, ha enfrentado m\u00faltiples bloqueos judiciales en Italia.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Adem\u00e1s de los centros de retorno, la propuesta incluye sanciones m\u00e1s severas para quienes evadan las deportaciones y ampl\u00eda el per\u00edodo de detenci\u00f3n para solicitantes de asilo rechazados de 18 a 24 meses en casos donde exista riesgo de fuga o amenaza a la seguridad. No se han proporcionado datos sobre cu\u00e1ntas personas estar\u00edan sujetas a estas medidas.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La reforma ha generado rechazo por parte de organizaciones defensoras de los derechos de los migrantes, que advierten sobre el riesgo de un debilitamiento del derecho al asilo y un aumento en el n\u00famero de detenciones arbitrarias.
