Sin embargo, aunque las elecciones municipales, provinciales y federales est\u00e1n reservadas para ciudadanos canadienses, existen numerosas formas en las que residentes permanentes, trabajadores temporales, estudiantes internacionales e incluso algunas personas con permisos temporales pueden hacer o\u00edr su voz sobre asuntos que afectan su vida cotidiana.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En Canad\u00e1, una parte importante de las pol\u00edticas p\u00fablicas se construye a trav\u00e9s de <\/span><b>consultas p\u00fablicas<\/b><span style=\"font-weight: 400;\">, procesos mediante los cuales los gobiernos solicitan la opini\u00f3n de la ciudadan\u00eda antes de aprobar proyectos de ley, modificar reglamentos o desarrollar obras de infraestructura.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Estos procesos son especialmente comunes en temas como vivienda, transporte, planificaci\u00f3n urbana, medio ambiente, seguridad vial, parques, bibliotecas, salud p\u00fablica y desarrollo de nuevos barrios. En muchos casos, cualquier residente puede participar, independientemente de su estatus migratorio.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Para la comunidad latina, esta posibilidad representa una oportunidad poco conocida. Quienes viven diariamente los desaf\u00edos del transporte p\u00fablico, el acceso a la vivienda, la seguridad en los barrios o la disponibilidad de servicios comunitarios pueden compartir su experiencia directamente con las autoridades, incluso si a\u00fan no tienen derecho a votar.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Las consultas adoptan diferentes formatos. Algunas se realizan mediante encuestas en l\u00ednea; otras incluyen reuniones comunitarias, talleres participativos, sesiones informativas o periodos para enviar comentarios por escrito. Dependiendo del proyecto, los gobiernos municipales tambi\u00e9n organizan encuentros presenciales en los barrios directamente afectados por las propuestas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Toronto es una de las ciudades que m\u00e1s utiliza este mecanismo. Antes de modificar normas de zonificaci\u00f3n, construir nuevas l\u00edneas de transporte, transformar parques o desarrollar proyectos de vivienda, el Ayuntamiento suele abrir procesos de participaci\u00f3n donde los residentes pueden expresar inquietudes, hacer preguntas y presentar recomendaciones.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lo mismo ocurre en muchas otras ciudades de Ontario. Hamilton, Mississauga, Brampton, Ottawa y London cuentan con plataformas digitales donde publican las consultas abiertas y explican c\u00f3mo participar en cada una de ellas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A nivel provincial y federal tambi\u00e9n existen procesos similares. Los ministerios suelen abrir consultas cuando preparan reformas relacionadas con empleo, inmigraci\u00f3n, medio ambiente, salud, inteligencia artificial o desarrollo econ\u00f3mico. Aunque las decisiones finales corresponden a los gobiernos, los comentarios recibidos durante estas etapas pueden influir en el contenido de las pol\u00edticas p\u00fablicas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Especialistas en participaci\u00f3n ciudadana se\u00f1alan que los inmigrantes suelen estar subrepresentados en estos espacios, no porque tengan prohibido participar, sino porque muchas veces desconocen que existen o creen, equivocadamente, que solo los ciudadanos pueden intervenir.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Participar tampoco exige conocimientos t\u00e9cnicos. En la mayor\u00eda de los casos, las autoridades buscan conocer c\u00f3mo una decisi\u00f3n afectar\u00e1 la vida cotidiana de quienes utilizan un servicio, viven en un barrio determinado o hacen parte de una comunidad espec\u00edfica.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Para quienes desean integrarse m\u00e1s activamente a la vida canadiense, involucrarse en estos procesos tambi\u00e9n puede ser una forma de fortalecer el sentido de pertenencia y contribuir al desarrollo de la ciudad donde viven.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Conocer el funcionamiento de las consultas p\u00fablicas permite comprender mejor c\u00f3mo se toman muchas decisiones en Canad\u00e1 y recuerda que la participaci\u00f3n ciudadana no comienza \u00fanicamente el d\u00eda de las elecciones.
