En los \u00faltimos a\u00f1os, cerca del 30% de la poblaci\u00f3n ha nacido en el extranjero, principalmente en pa\u00edses de la Uni\u00f3n Europea, lo que ha alimentado el debate sobre el ritmo de crecimiento y la capacidad del Estado para sostener servicios, transporte y vivienda.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La propuesta establece que, si la poblaci\u00f3n alcanza los 9,5 millones antes de 2050, el gobierno deber\u00e1 activar medidas para contener el aumento, que podr\u00edan incluir cambios en las pol\u00edticas de asilo, reunificaci\u00f3n familiar, emisi\u00f3n de permisos de residencia y la revisi\u00f3n de acuerdos internacionales relacionados con la movilidad de personas.<\/span><\/p>\n<h2><b>Democracia directa y fricci\u00f3n con Europa<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">El refer\u00e9ndum se enmarca en el sistema de democracia directa de Suiza, que permite a la ciudadan\u00eda votar varias veces al a\u00f1o sobre reformas constitucionales y cambios legislativos. Iniciativas similares para limitar la inmigraci\u00f3n han sido promovidas en el pasado por el Partido Popular Suizo, con resultados mixtos y efectos pol\u00edticos sensibles en la relaci\u00f3n del pa\u00eds con su entorno regional.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Los cr\u00edticos de la iniciativa advierten que un tope r\u00edgido de poblaci\u00f3n podr\u00eda afectar sectores que dependen en gran medida de mano de obra extranjera, como la salud, la hoteler\u00eda, la construcci\u00f3n y la investigaci\u00f3n acad\u00e9mica, adem\u00e1s de complicar los compromisos internacionales de Suiza en materia de libre circulaci\u00f3n.
